The Public Health Service has historically had an inherent commitment to equity in health care and prevention for the American population.  In spite of this commitment, however, the U.S. continues to maintain huge gaps in health between racial and ethnic minority communities and predominantly white communities.

Funded by U.S. Centers for Disease Control and Prevention(CDC)

On June 14, 1997, President Clinton announced One America in the 21st Century: The President's Initiative on Race.  The Initiative includes the goal of Eliminating Racial and Ethnic Disparities in Health by the year 2010.  This goal parallels the focus of Health People 2010, which describes the Nation's health objectives for the 21st century.  The U.S. racial/ethnic groups experiencing these disparities include African American, Alaska Native, American Indian, Asian American, Hispanic American, and Pacific Islander. 

The President's Race Initiative has fostered a renewed national interest in the area of racial and ethnic disparities.  REACH 2010 is part of the DHHS response to the President's Race Initiative and Goal for 2010 to eliminate disparities in health status experienced by racial and ethnic minority populations in six priority areas.  These areas include: Infant Mortality, Deficits in Cervical Cancer Screening and Management, Cardiovascular Diseases, Diabetes, HIV Infections/AIDS, and Child and Adult Immunizations. 

REACH 2010 projects are two-phase projects designed to foster community mobilization and the organization of resources in order to develop effective and sustainable programs to eliminate the health disparities of racial and ethnic minorities.  Consistent with the communities identified for the Race Initiative, the communities served by REACH 2010 include: African American, American Indian, Alaska Native, Hispanic American, Asian American, and Pacific Islander.
